It is the heart of a fortress that feels modern and rational despite its Japanese-style architecture. Back in 1868, the former shogunate fleet led by Enomoto Takeaki established the "Ezo Republic" here, and the traces of his ambition to create a new state based on international law still linger.
Returning to the tower observation deck, a bronze statue of Toshizo Hijikata, who enjoys popularity like an idol, stands still. History left a vivid contrast between the two men here. Hijikata, born a farmer, clung to his way of life as a samurai and fell gracefully in Hakodate for his own aesthetic. On the other hand, Enomoto, a genuine shogunate elite, did not believe in the hollowed-out brand of "Tokugawa," but in the intangible assets of his own "ability and wisdom." That is precisely why, after surrender, his technology—his overwhelming knowledge of shipbuilding and international law—was too valuable to waste, and he went on to play a major role in key government positions after the Meiji government granted him a pardon.
